Evidence before publication
Pages are approved because they help a school, trust or MSP make a better decision, not because a keyword and location combination exists.

Publication requirements
Tier-1 pages require a clear decision, named author, review date, source list, methodology, corrections route and useful internal links. Thin local claims and date-scoped canonical paths are prohibited.

Commercial language
Use indicative and review-opportunity wording. Do not claim guaranteed savings, the cheapest deal or a recovered amount before validation.

AI and crawlers
AI may assist drafting, but accountability remains human. Public authority pages may be discovered by named crawlers; APIs, operator surfaces and private evidence may not.

Change control
Material changes update review metadata and release history. Reproducible calculation versions are not silently rewritten.
